Even while on earth in his humbled condition, the Lord Jesus had the power to forgive sins (Mark 2:10). Though that is indisputable fact, not everyone got forgiven by him even though the Lord commands all to enter through the narrow gate to life (Mt. 7:13,14) and is not willing that anyone would perish (2 Peter 3:9). Why are some forgiven but not others or even all? The answer is, man has to qualify for his own personal forgiveness and salvation. If there were no conditions placed upon man, then everyone would automatically come to salvation and no one would go to the lake of fire. Those conditions for forgiveness (and initial salvation) are shown to be repentance towards God and faith in Christ Jesus (Acts 20:21). That means the recipient must turn from his idols to serve the true and living God (1 Thess. 1:9) regardless the cost. One must love Jesus more than his own family members to be worthy of Jesus (Mt. 10:34-38).
